In 1981, Governor James R. Thompson designated the Illinois Department of Commerce and Community Affairs to administer the Federal Community Service Block Grant (CSBG) Program. In its administration of this block grant, the department helps to alleviate both the causes and effects of poverty. There is an equal emphasis on long-range programs which lift individuals out of poverty conditions and programs which relieve the immediate problems faced by the poor.
